KAMPALA — The campaign against noise pollution in Uganda’s capital has gained fresh momentum after the Executive Director of Kampala Capital City Authority, Hajjat Sharifah Buzeki, issued a stern warning to businesses, individuals and establishments generating excessive noise within the city.

In a statement shared on her official X account, Buzeki reminded the public that all entities generating noise are legally required to comply with the National Environment (Noise Standards and Control) Regulations, 2003, issued under the National Environment Act.

Growing Concern Over Urban Noise

Noise pollution has increasingly become one of the persistent concerns among Kampala residents, particularly in densely populated and commercial areas where nightlife, public events, roadside promotions and industrial activities continue to expand.

Residents across various parts of the city have repeatedly raised concerns about loud music from bars and entertainment venues, amplified public address systems, religious gatherings and commercial activities that often extend into late-night hours.

Many city dwellers argue that excessive noise affects their quality of life and disrupts daily routines.

KCCA Issues Firm Warning

In her statement, Buzeki emphasized that no person or establishment is allowed to emit noise beyond legally acceptable levels without obtaining prior authorization from relevant authorities.

“All businesses, individuals and other establishments generating noise must comply with the National Environment (Noise Standards and Control) Regulations, 2003, issued under the National Environment Act,” she stated.

The warning indicates that KCCA intends to strengthen compliance and enforcement efforts in the city.

Tough Penalties Await Violators

Buzeki further cautioned that authorities would take firm legal action against individuals and establishments found violating the regulations.

“Failure to comply will result in enforcement action, including fines, prosecution, confiscation of equipment, suspension of operations, or closure of premises in accordance with the law,” she warned.

The statement signals possible intensified inspections and enforcement operations across Kampala.

Public Health and Environmental Impact

Environmental and public health experts have often highlighted the negative consequences associated with prolonged exposure to excessive noise.

Among the concerns linked to noise pollution are sleep disturbances, stress-related conditions, hearing complications, reduced concentration and lower productivity levels.

Urban planners also argue that effective management of environmental noise forms a critical part of building healthier and more livable cities.

Will Enforcement Deliver Results?

While city residents have welcomed KCCA’s renewed focus on tackling noise pollution, some observers say the real test will lie in sustained enforcement rather than periodic public warnings.

As Kampala continues to grow both economically and socially, authorities face the challenge of balancing business activity and entertainment with citizens’ right to a healthy and peaceful environment.

Whether the latest campaign delivers lasting change remains to be seen, but KCCA has made one message unmistakably clear — excessive and unauthorized noise will no longer be tolerated.
