New Rules Target Investment, Free Zones And Strategic Projects
MUSCAT, Oman — Oman has introduced new executive regulations governing its special economic and free zones, in a move aimed at giving investors greater regulatory clarity while strengthening the Gulf state’s position as an investment and logistics hub.
The regulations were issued by the Public Authority for Special Economic Zones and Free Zones (OPAZ) under Regulation No. 81/2026. They implement the Special Economic Zones and Free Zones Law established through Royal Decree No. 38/2025.

The new framework covers the investor’s journey from land or property allocation and licensing through operations, access to services and the benefits and incentives available within the zones.
It also establishes rules concerning obligations, regulatory oversight, compliance and real-estate development.
According to OPAZ, the regulations are intended to make the investment environment more efficient and predictable while supporting the attraction and localisation of high-quality and strategic projects.
Oman Targets Global Investors
Oman’s special economic and free zones include major locations such as Duqm, Salalah, Sohar and Al Mazunah.
Their strategic location gives Oman access to important maritime routes linking the Gulf, the Indian Ocean, East Africa and Asian markets.
The country’s investment zones have increasingly been positioned around sectors such as logistics, manufacturing, industrial development and trade.
