UgandaToday: Diaspora Political Financing Claims Raise Fresh Questions Over Uganda’s Opposition Mobilisation
Claims circulating within Uganda’s diaspora political circles have revived debate over the growing intersection between overseas political mobilisation, opposition financing, and state scrutiny.
A social media post attributed to blogger Ritah Kaggwa alleges that Ugandan intelligence agencies have heightened attention on some Ugandans based abroad, particularly those associated with opposition political activity in the United States.
Among those mentioned is Charles Muvawala, a figure associated with the Uganda North America Association.
Uganda Today has not independently verified all of the allegations contained in the social media post. This report examines the claims, available context, and questions that remain unresolved.
Claims of financial scrutiny
The social media claims suggest that security agencies briefed Yoweri Museveni on alleged diaspora fundraising linked to the political activities of the National Unity Platform.
The post further alleges that in 2025, the Financial Intelligence Authority froze a bank account reportedly containing substantial funds said to be under investigation over suspected political mobilisation. The claims also mention Daniel Kawuma.

At the time of publication, Uganda Today had not obtained official records, public notices, or formal agency statements independently confirming the alleged account freeze or identifying the account holders.
Allegations surrounding detention
The social media narrative further alleges that Muvawala returned to Uganda in 2025 to present documentation concerning the disputed funds. It claims he was detained for several weeks before being released without criminal charges.
A separate allegation states that in early 2026 he was arrested at a political gathering associated with Robert Kyagulanyi Ssentamu, later charged in relation to filming a police officer, remanded, and subsequently released.

Uganda Today has not independently verified these claims through police records, court filings, or official security statements.
Why the claims matter
Even without full independent confirmation, the circulation of such claims is politically significant. Uganda’s diaspora communities increasingly occupy an important role in political advocacy, fundraising, public messaging, and international visibility. That growing influence has made diaspora political networks an increasingly consequential arena in Uganda’s wider political contest.
The claims have also surfaced amid continuing political debate around the Inter-Party Organisation for Dialogue framework and broader questions regarding political financing and party mobilisation.
Key unanswered questions
Several questions remain central to establishing the factual position:
- Did the Financial Intelligence Authority freeze any account connected to the matter?
- Were any formal investigations opened?
- Was any criminal file registered?
- Was Muvawala formally detained, and under what legal authority?
- Are there court records, remand warrants, or charge sheets connected to the allegations?
- Have the affected individuals been formally informed of any official investigation?
Until those questions are answered through documentary evidence or official comment, the claims remain unverified.
Uganda Today’s reporting position
Uganda Today has sought to distinguish between verified fact, publicly circulating allegation, and unresolved political assertion. As of publication, no independently verified documentary record had been obtained by this newsroom establishing the full accuracy of the claims.
The publication remains open to responses, clarification, or documentary rebuttal from all persons and institutions named.
