Police in Kampala have arrested a notorious land fraudster, Ngobi Ronnie, who has been allegedly conning unsuspecting Ugandans by posing as an agent working under the supervision of the State Minister for Lands, Housing and Urban Development, Hon. Sam Mayanja.

Ngobi was apprehended yesterday at his makeshift office in Kalerwe, where he and other accomplices—currently on the run—have been meeting clients under false pretenses to transact fraudulent land deals.

Masquerading as a Government Insider

According to preliminary police investigations, Ngobi has for months been deceiving the public by claiming close ties to the Ministry of Lands. He reportedly assured victims that he could secure or fast-track land titles, resolve ownership disputes, and even “protect” property from being grabbed — all for a hefty fee.

Authorities say his operations targeted land buyers, squatters, and property owners who sought assistance navigating bureaucratic land processes.

Police Appeal to Victims

Ngobi is currently detained at Kampala Central Police Station (CPS) as investigations intensify. Police have launched a public appeal urging all individuals who may have fallen victim to Ngobi’s schemes to report to CPS and provide evidence to aid prosecution.

“We call upon anyone who has been defrauded by Ngobi or his associates to come forward with supporting documents and statements,” a senior police officer said. “This will strengthen the case and ensure justice for all victims.”

Authorities Warn Against Middlemen

The Ministry of Lands has on several occasions warned the public against dealing with brokers and unauthorized individuals claiming to have influence within government offices.
Authorities emphasize that official land transactions are handled directly through ministry offices or recognized district land boards, not through intermediaries.

A Growing Scam Trend

Cases of land fraud have been on the rise in Kampala and surrounding districts, with conmen exploiting the increasing demand for land and limited public awareness about formal acquisition procedures. The arrest of Ngobi Ronnie, police say, is part of an ongoing operation to dismantle such syndicates.
