UgandaToday: FACT-CHECK: Viral Claim Linking Former CPS DPC Aaron Baguma to Rwanda Army Decoration Debunked

A viral social media post claiming that former Kampala Central Police Station (CPS) Division Police Commander (DPC) Aaron Baguma has been decorated as a senior army officer in Rwanda has been found to be misleading and unsupported by credible evidence, following a fact-check by Uganda Today.

The widely shared collage—featuring images of Baguma in Uganda Police uniform alongside photos of a military-style decoration ceremony—has sparked debate and speculation, particularly given the حساس and often scrutinized security dynamics between Uganda and Rwanda. However, a closer examination reveals that the narrative accompanying the images does not hold up to scrutiny.

 The Viral Claim

The image, accompanied by a caption suggesting that “Baguma is now being decorated as a senior army officer in Rwanda,” has been circulating across Facebook, WhatsApp groups, and X (formerly Twitter). The juxtaposition of Baguma’s known police images with unrelated military ceremony photos has led many users to assume a dramatic career shift into Rwanda’s armed forces.

 Who is Aaron Baguma?

Aaron Baguma is a former officer of the Uganda Police Force who rose to prominence during his tenure as DPC of Kampala CPS. He later became a central figure in the high-profile murder case of businesswoman Betty Katusabe, eventually turning state witness in the matter. Since then, his public profile has remained tied to Uganda’s internal security and judicial processes.

There is no public record or official communication indicating that Baguma left Uganda for military service abroad, let alone joined the Rwanda Defence Force.

 Fact-Check Findings

Investigations into the viral claim reveal several inconsistencies and gaps:

No Official Confirmation:
There has been no statement from the Government of Rwanda, the Rwanda Defence Force, or Ugandan authorities confirming Baguma’s alleged enlistment or decoration. Military commissions and decorations—especially involving foreign nationals—are typically formal, documented, and publicly communicated events.

Misleading Use of Images:
The images depicting a military decoration ceremony appear to be unrelated to Baguma. The individuals shown in the ceremony are dressed in attire consistent with Rwanda’s military, but there is no verifiable evidence linking the individual being decorated to the former Ugandan police officer.

Possible Identity Confusion:
The claim may have been fueled by confusion surrounding the name “Baguma.” Past reports have referenced a Rwandan-linked individual named Ismael Baguma, who operated within Ugandan security structures. This coincidence may have contributed to the misidentification and subsequent spread of false information.

Pattern of Misinformation:
Analysts note that such claims are not isolated. The Great Lakes region has previously experienced waves of misinformation and propaganda, particularly involving security agencies. The current claim fits a familiar pattern—blending real identities with unrelated imagery to create a compelling but false narrative.

 Verdict: False and Misleading

Based on available evidence, Uganda Today concludes that the claim is false. There is no credible proof that Aaron Baguma has joined or been decorated within the Rwanda Defence Force.

The viral post is a classic example of how misleading visuals and unverified captions can quickly distort public perception.

 The Bigger Picture

Beyond the individual claim, this incident underscores the growing challenge of digital misinformation, especially on matters touching national security and regional relations. In an era where images can be easily repurposed and narratives rapidly amplified, the responsibility to verify information becomes ever more critical.

For readers and social media users alike, this serves as a reminder to approach sensational claims with caution—and to rely on trusted, fact-checked journalism.
