A letter allegedly authored by Makindye Ssabagabo Mayor-elect Galabuzi John Bosco Serunkuma and addressed to the Rt. Hon. Speaker of Parliament, Anita Annet Among, has triggered intense public debate after surfacing online with explosive claims suggesting attempts to influence electoral and judicial processes in Uganda.
Dated March 2, 2026, and reportedly received by the Office of the Speaker on March 4, 2026, the controversial letter paints a disturbing picture of alleged political patronage, manipulation of state institutions, and abuse of power at the highest levels of government.
While the authenticity of the document has not yet been independently verified by authorities, its contents have already ignited fierce conversations across political and media circles.
Electoral Commission Makindye Ssaabagabo Declared Results
According to results declared by the Electoral Commission, the mayoral elections for Makindye Ssabagabo Municipality held in January 2026, John Bosco Sserunkuma of the National Resistance Movement (NRM) won the race and was declared the mayor-elect. He defeated National Unity Platform (NUP) candidate Yusuf Zziwa Bugagga.
Requests That Have Shocked the Public
In the letter, Galabuzi — who claims to have won the Makindye Ssabagabo mayoral race on the NRM ticket with over 46,000 votes — allegedly appeals to Speaker Anita Among for protection against possible legal challenges from his National Unity Platform (NUP) opponent.
However, it is the nature of the requests made in the document that has sparked outrage.
The mayor-elect allegedly asks the Speaker to:
- Protect him from all election petitions.
- Influence the Electoral Commission not to release certified electoral documents to his opponent.
- Facilitate military protection during his swearing-in ceremony.
- Finance efforts to “buy off” lawyers expected to represent the opposing side.
- Influence the electoral dispute process so that any case is handled in his favour.
Political analysts say that if proven authentic, the letter raises serious concerns about the independence of Uganda’s democratic institutions and the perceived relationship between politicians and public offices.
Questions Over Independence of State Institutions
Observers argue that the contents of the letter suggest a troubling perception among some political actors that powerful offices can interfere with institutions such as the Electoral Commission, the military, and even judicial processes.
Critics say the allegations reinforce longstanding concerns by opposition figures and civil society organizations that state institutions are increasingly vulnerable to political pressure.
The letter also appears to suggest that electoral disputes can allegedly be influenced through political connections rather than due legal process — an accusation that could further damage public confidence in Uganda’s justice system.
Opposition Voices Likely to Demand Answers
Although no official statement had been issued at the time of publication, political observers expect opposition leaders, particularly from NUP, to demand a formal investigation into the matter.
