The scandal has raised serious questions about the management of public resources, accountability within district administrations and the effectiveness of government systems designed to prevent fraudulent recruitment and salary payments.

The developments have attracted national attention following the intervention of Local Government Minister Balaam Barugahara, who visited Kabale as part of the government’s anti-corruption campaign and directed investigations and disciplinary action against officials implicated in alleged financial irregularities.

IGG Investigates Kabale Human Resource Office

The Inspectorate of Government (IGG) launched investigations into Kabale District’s Human Resource Office following allegations that individuals who were not genuine district employees had been irregularly placed on the government payroll.

On October 8, 2026, investigators reportedly searched the office of the District Principal Human Resource Officer, examining files, computers and other materials for more than three hours.

The Principal Human Resource Officer, Jacinta Tushabomwe, was reportedly absent during the operation.

Kabale Resident District Commissioner Major Godfrey Katamba confirmed the investigation, saying authorities had received reports of suspected ghost workers and payroll irregularities.

The investigation is expected to establish how individuals allegedly found their way onto the government payroll and who may have facilitated the irregular payments.

Shs3 Billion Allegation Raises Serious Questions

During his October 23 anti-corruption meeting at Kabale District headquarters, Minister Balaam Barugahara raised allegations of approximately Shs3 billion in losses arising from payments to suspected ghost workers and ghost pensioners.

The minister placed the district’s human resource management under particular scrutiny and directed action against officials suspected of involvement.

Other allegations raised during the intervention included irregular recruitment, questionable promotions, nepotism and the alleged creation of fraudulent supplier and pension records.

These are serious accusations that require thorough investigation, documentary evidence and an opportunity for the officials concerned to respond.

The 42 Ghost Pensioners Under Investigation

One particularly disturbing aspect of the controversy concerns 42 suspected ghost pensioners reportedly under investigation by the Inspectorate of Government.

Kabale Chief Administrative Officer Robert Mugabe confirmed that the Inspectorate was investigating the suspected pension irregularities.

The district subsequently moved to conduct a physical verification exercise covering its employees to establish the actual number of serving civil servants and reconcile staffing records with the government payroll.

The exercise is also intended to identify discrepancies between approved staffing structures and the individuals receiving government salaries.

Government Orders Physical Verification Of Civil Servants

In a further intervention, Kabale District Local Government scheduled a physical headcount of civil servants from October 26 to November 3, 2026.

Physical verification of government employees is intended to establish genuine staffing levels and eliminate fraudulent entries on public payrolls.

The exercise covers the district’s 12 lower local governments, including health facilities, schools, sub-counties, town councils and district headquarters.

Employees have been instructed to present themselves physically with their National Identity cards, appointment letters, confirmation letters, posting documents, academic qualifications, staff identification cards and recent payslips.

The authorities have warned that employees who fail to participate without a satisfactory explanation risk being removed from the payroll.

The verification is intended to establish the district’s genuine workforce and eliminate irregularities that may have allowed public money to be paid to non-existent or ineligible employees.

The Viral WhatsApp Message And The 1,800 Ghost Workers Claim

A WhatsApp message circulating widely has claimed that more than 1,800 ghost workers have been detected on Kabale District’s payroll.

It further alleges that an 80-year-old mother of a Human Resource Officer was among those purportedly benefiting from the payroll, alongside people allegedly operating shops in Mwanjaari and other parts of Kabale Town.

The message also claims that a verification exercise had started in Butanda Sub-county, Ndorwa County West Constituency, while a registry office at Makanga remained closed under strict monitoring.

However, these particular claims, including the figure of 1,800 ghost workers and the allegation concerning the officer’s mother, have not been independently established by the publicly available investigation reports reviewed by Uganda Today.

The confirmed public reporting so far points to investigations into suspected ghost workers, 42 suspected ghost pensioners and alleged financial losses of approximately Shs3 billion.

The distinction is important. A viral message should not be mistaken for an official audit finding.

Who Is Accountable For Public Money?

The Kabale controversy goes beyond the question of how many ghost workers may have been registered.

It raises fundamental questions about the recruitment process, verification of employees, approval of payroll records, supervision of Human Resource departments and the systems used to authorise government salary payments.

If individuals who do not render public service have been receiving government salaries, the country deserves to know how such payments were approved and for how long the alleged scheme operated.

Equally important is the need to establish whether any public officials knowingly facilitated the irregularities and whether public funds can be recovered.

Kabale Residents Deserve Answers

For ordinary residents of Kabale, the greatest concern is the impact of financial irregularities on service delivery.

Money allegedly lost through fraudulent salary payments could otherwise support roads, health facilities, schools, water projects and other essential services.

The investigations should therefore go beyond identifying names on a payroll. They should establish the financial losses, recover any money unlawfully paid, identify institutional weaknesses and ensure that anyone found culpable faces the law.

The officials implicated must also be given a fair opportunity to respond, and allegations must be distinguished from proven wrongdoing.

Uganda’s taxpayers deserve a public service in which every shilling allocated to government employees goes to a genuine worker performing an identifiable public duty.

Uganda Today will continue following the Kabale investigations and the outcome of the civil servants’ verification exercise.
