By UgandaToday Reporter

Fresh debate over Uganda’s human rights record has erupted after National Unity Platform (NUP) President Robert Kyagulanyi Ssentamu, popularly known as Bobi Wine, shared a video showing his longtime colleague Sam Mugumya dancing joyfully years before his disappearance, contrasting it with an alleged recently leaked video purportedly showing him in detention in a severely weakened condition. The emotional video, accompanied by Bobi Wine’s commentary, has reignited public concern over Mugumya’s whereabouts, wellbeing and the treatment of political detainees in Uganda.

A Stark Contrast

The resurfaced footage shows Mugumya smiling, energetic and dancing enthusiastically to the popular freedom-themed song “Tuliyambala Engule”, a song that became synonymous with hope and political change during Uganda’s opposition mobilization campaigns.

Sharing the video, Bobi Wine wrote:

“Watch this video and see what a jolly, strong man, brother Sam Mugumya was before his abduction and torture… Compare the man in this video and the one in the video that recently leaked of him in a torture chamber.”

He added that the transformation between the two videos paints what he described as a disturbing picture of alleged abuse suffered during detention. (X (formerly Twitter))

Leaked Video Raises Fresh Questions

The latest controversy follows circulation of another video that opposition leaders claim was leaked from an undisclosed detention facility.

According to Bobi Wine and other NUP officials, the footage allegedly shows Mugumya appearing frail, struggling to walk and requiring assistance to move.

The authenticity of the leaked detention footage has not been independently verified by UgandaToday.

Opposition leaders have cited the video as further evidence of what they allege are enforced disappearances, unlawful detention and torture of government critics. (Facebook)

Who Is Sam Mugumya?

Sam Mugumya is widely known as a political activist and close associate of veteran opposition leader Dr. Kizza Besigye.

Over the years, he has remained active in opposition politics and has previously faced periods of detention both inside and outside Uganda.

His latest disappearance has attracted increasing attention from opposition supporters and human rights advocates who have repeatedly demanded that security agencies either produce him before court or disclose his whereabouts.

Human Rights Concerns Return to Centre Stage

The alleged videos have once again placed Uganda’s human rights record under intense scrutiny.

Opposition politicians argue that arbitrary arrests, incommunicado detention and torture have become increasingly common against political opponents.

The Ugandan government, however, has repeatedly denied allegations that it operates torture chambers or condones torture, maintaining that security agencies act within the law and investigate any credible complaints of abuse.

Symbol of a Wider Political Struggle

For many supporters of Uganda’s opposition, the two contrasting videos of Mugumya have become symbolic of what they describe as the personal cost borne by political activists.

The earlier footage captures an optimistic activist dancing alongside friends, while the more recent alleged detention video has become a rallying point for renewed calls for accountability and respect for constitutional rights.

Whether the latest developments result in official investigations remains uncertain, but they have intensified demands from opposition leaders for transparency regarding the fate of missing political activists.

As debate continues, Sam Mugumya’s condition—and questions surrounding his disappearance—remain matters of significant public interest.
