Fresh debate over Uganda’s human rights record has erupted after National Unity Platform (NUP) President Robert Kyagulanyi Ssentamu, popularly known as Bobi Wine, shared a video showing his longtime colleague Sam Mugumya dancing joyfully years before his disappearance, contrasting it with an alleged recently leaked video purportedly showing him in detention in a severely weakened condition. The emotional video, accompanied by Bobi Wine’s commentary, has reignited public concern over Mugumya’s whereabouts, wellbeing and the treatment of political detainees in Uganda.

A Stark Contrast

The resurfaced footage shows Mugumya smiling, energetic and dancing enthusiastically to the popular freedom-themed song “Tuliyambala Engule”, a song that became synonymous with hope and political change during Uganda’s opposition mobilization campaigns.

Sharing the video, Bobi Wine wrote:

“Watch this video and see what a jolly, strong man, brother Sam Mugumya was before his abduction and torture… Compare the man in this video and the one in the video that recently leaked of him in a torture chamber.”

He added that the transformation between the two videos paints what he described as a disturbing picture of alleged abuse suffered during detention. (X (formerly Twitter))

Leaked Video Raises Fresh Questions

The latest controversy follows circulation of another video that opposition leaders claim was leaked from an undisclosed detention facility.

According to Bobi Wine and other NUP officials, the footage allegedly shows Mugumya appearing frail, struggling to walk and requiring assistance to move.

The authenticity of the leaked detention footage has not been independently verified by UgandaToday.

Who Is Sam Mugumya?

Sam Mugumya is widely known as a political activist and close associate of veteran opposition leader Dr. Kizza Besigye.

Over the years, he has remained active in opposition politics and has previously faced periods of detention both inside and outside Uganda.

His latest disappearance has attracted increasing attention from opposition supporters and human rights advocates who have repeatedly demanded that security agencies either produce him before court or disclose his whereabouts.
