UgandaToday: Frank Bulira Kabinga Defies Odds to Secure Presidential Nomination, Vows Federalism-Based Campaign

Kampala, Uganda | September 17, 2025 — Revolutionary People’s Party (RPP) presidential flagbearer Frank Bulira Kabinga has successfully submitted his duly endorsed nomination forms to the Independent Electoral Commission (IEC), overcoming what he described as state-orchestrated hurdles.

Kabinga, one of the 20 presidential aspirants out of a staggering 200 who initially expressed interest in contesting, said his journey to the ballot paper was anything but smooth. He accused Minister for Presidency Milly Babalanda and the Resident District Commissioner (RDC) of Buyende of deliberately blocking his agents from collecting endorsement signatures in the field.

“The process was deliberately frustrated, but we refused to bow down. This is not my victory alone — it is for all Ugandans who believe in a new political order based on justice and federalism,” Kabinga told reporters after lodging his papers at the IEC headquarters in Kampala.

Federalism at the Heart of the Campaign

Reiterating the central theme of his manifesto, Kabinga vowed to run a campaign that champions federalism as the foundation of governance in Uganda. He argued that empowering regions to directly manage their own natural and cultural endowments would spur equitable development and reduce the over-centralisation of power in Kampala.

“The tourism city of Fort Portal, Bunyoro region, and every other part of Uganda deserve to directly benefit from the wealth of their land. Federalism is the surest path to justice, accountability, and prosperity for all,” Kabinga said.

The RPP candidate’s message has begun resonating particularly with communities in regions rich in natural resources yet grappling with what they perceive as underdevelopment and marginalisation.

A Crowded but Symbolic Race

Kabinga’s successful nomination marks a significant milestone, especially given the stiff competition and stringent requirements that eliminated the vast majority of aspirants. With only 20 contenders cleared out of 200, Kabinga sees his candidacy as symbolic of resilience and the people’s demand for alternative political thought.

“Our campaign will not be about money or coercion, but about ideas that return power to the people where it truly belongs,” he pledged.

As the campaign season intensifies, Kabinga joins a crowded presidential race, but his federalism-driven message is expected to shape debate on Uganda’s governance model.
