New Micro-Insurance Product Targets Long-Distance Bus Travellers
Ugandans travelling by long-distance buses may soon have access to additional financial protection against the devastating economic consequences of road crashes following the launch of a new passenger micro-insurance product.
NIC Life Assurance Company Limited has introduced Route Cover, under which passengers can contribute Sh1,000 for insurance protection linked to their journey.
The product was unveiled in Kampala on Thursday, with officials from the Ministry of Works and Transport, public transport operators and other stakeholders attending the launch.
What The Sh1,000 Covers
According to information released at the launch, Route Cover provides:
- Sh10 million in the event of accidental death;
- Sh10 million for total permanent disability; and
- Sh50,000 per day in hospital cash for up to 20 days following an insured accident.
The cover is designed to supplement, rather than replace, existing motor insurance arrangements.
Unlike conventional insurance products that normally require annual premiums, Route Cover is intended to be attached directly to a passenger’s journey.
Passengers would purchase the cover alongside their bus ticket, provide their details digitally and receive confirmation of the insurance.
Road Crashes Leave More Than Physical Injuries
The initiative comes against the background of Uganda’s continuing road-safety challenges.
When a serious crash occurs, the consequences frequently extend beyond physical injuries and loss of life. Families can suddenly face hospital bills, funeral expenses, loss of household income and long-term care requirements when a breadwinner dies or becomes permanently disabled.
The Ministry of Works and Transport official who launched the product, Apollo Kashanku, said passenger protection should extend beyond preventing accidents to helping victims and families cope financially when accidents occur.
Insurance Moves Closer To The Passenger
NIC Life CEO Allen Amoko said the initiative is intended to make insurance more accessible to ordinary travellers.
The model also seeks to address one of the longstanding challenges facing Uganda’s insurance industry: reaching people who may not ordinarily purchase conventional annual insurance policies.
A Sh1,000 contribution attached to a journey potentially places insurance within reach of a much larger section of the travelling public.
Bus Operators Expected To Play Key Role
NIC Life is engaging bus operators and other stakeholders over implementation arrangements, including passenger registration, premium collection and pilot programmes.
The success of the initiative will therefore depend partly on how effectively transport operators incorporate the insurance option into ticketing systems and how clearly passengers are informed about the terms and conditions.
Passengers will also need to understand exactly when the cover becomes active, what constitutes an insured accident, how claims are lodged and what documentation beneficiaries must provide.
A Small Premium, But Important Questions Remain
The concept offers an interesting development in Uganda’s insurance market, but its practical impact will ultimately depend on implementation.
For passengers, the most important consideration will be whether claims can be processed quickly and transparently when families are dealing with the aftermath of a serious accident.
For transport operators and regulators, the challenge will be ensuring that the scheme complements existing road-safety and motor-insurance requirements rather than creating confusion about who is responsible for compensation.
If effectively implemented, Route Cover could introduce millions of regular public-transport users to formal insurance protection while providing families with an additional financial safety net.
