In a landmark ruling that casts a spotlight on the abuse of financial power and corruption in Uganda’s banking and law enforcement sectors, the High Court of Uganda has ordered DFCU Bank to immediately unfreeze seven bank accounts belonging to Dr. Dennis Daniel Ssemugenyi and his company, Daniel Dennis Investment Group.
The Court described the freeze — which had persisted unlawfully for over 12 months — as an act rooted in malicious conspiracy involving rogue bank staff, police officers, and corrupt government officials.
Justice Restored After a Year of Financial Paralysis
According to the ruling, the freezing of the accounts was not backed by any legal justification or court order, thereby rendering the bank’s actions unconstitutional and damaging to business and humanitarian interests.
“This ruling is a loud call for accountability from both public institutions and private banking entities,” said the presiding judge. “No individual or company should be subjected to financial suffocation based on fraudulent collusion.”
The accounts — critical to the operations of Daniel Dennis Investment Group — had supported a variety of business initiatives, including a nationwide scholarship program that had funded the education of over 1,000 underprivileged children.
However, the program was forced to shut down due to lack of access to funds, leaving many of the beneficiaries out of school and stalling life-changing opportunities for some of Uganda’s most vulnerable students.
Who Is Dr. Dennis Daniel Ssemugenyi?
Dr. Dennis Daniel Ssemugenyi is a celebrated Ugandan philanthropist, entrepreneur, Financial Engineer and human rights advocate. He is the founder and CEO of Daniel Dennis Investment Group, a multi-sectoral enterprise with investments in real estate, agribusiness, education, and social development programs.
Earlier this year, Dr. Ssemugenyi made headlines when he was internationally recognized for his contributions to global humanitarian and educational development. In a feature story titled “From Uganda to the World: Dr. Dennis Daniel Ssemugenyi Honoured with Global Impact Award”,published by Uganda Today from Uganda he was lauded for his unwavering commitment to uplifting communities through greening business-driven impact projects.
A Win for Rule of Law and Civic Trust
Legal experts and civil society advocates have hailed the High Court’s decision as a triumph of justice and a wake-up call to financial institutions involved in politically-motivated or corrupt practices.
“It’s time for the banking sector to act ethically and lawfully. This ruling should set a precedent,” said one legal analyst who followed the case closely.
Counsel Annet Okwera speaking on behalf of Dr. Ssemugenyi outside court, reaffirmed his commitment to reinstating the halted scholarship program and revitalizing his investment group’s community outreach initiatives.
“This was never just about him. It’s about the hundreds of children whose futures were paused and the trust of Ugandans in our financial institutions. We must rebuild both,” she stated.
