Who Is Enrica Pinneti?

These days a single day hardly passes without the name Enrica Pinneti of Vinci Coffee Company Limited being mentioned in a news bulletin or parliamentary committee.

But who is this lady and why has she caused this hullabaloo?

Unmasking Enrica Pinetti; the Italian woman⊕ behind Vinci

Vinci Enrica Pinetti is a world-class unscrupulous  Italian lady who specialises in positioning herself to do business with various governments. From Chad, she cunningly went away with US$39.6 million in a deal to establish modern pharmaceutical factory establishment. She didnt deliver what she promised. Authorities in Chad issued an arrest warrant to have her apprehended.

The same woman came down to Uganda, convinced the president and got free land, over $430 million in free startup capital, and the shrewd woman went ahead and acquired a loan of $10 million by providing the land title for the free land at Namanve government donated as loan security. The land remains empty and the finance minister without justifiable reasons, had the audacity of going to the finance committee of parliament to acquire another $100 million for the same woman Pinetti.

It is alleged that the Internal Security Organization made a report that Enrica Pinetti was a Fraudster and a world-class money launderer and therefore organized her deportation but Museveni retained her and told everyone else to back off!
Shamelessly, the same woman shows up to position herself as the sole owner of the coffee industry in Uganda. The president and his government were too quick to draft an infamous agreement with this scammer to grant her all rights, a 10-year tax holiday, free capital, free land, free workforce, no compliance to national social security fund, and the right to set the price of coffee independently.

Government seems to be so deeply disjointed on this matter. Two key cabinet ministers who should have been privy to the Vinci Coffee Company agreement , Frank Tumwebaze Kagigi, Minister of Agriculture and Evlyne Anite state minister for Investment, disassociated themselves from the agreement. The country’s Coffee managing Authority (UCDA)  also exhibited ignorance about the matter.

Only the minister of Finance and his permanent secretary came out to own the deal that has caused unprecedented uproar from majority of citizens particularly the coffee fraternity stakeholders. Apart from offering protect and security (SFC) to the Vinci company proprietor and engaging her for unknown reason on all occasions parliament had wanted to interface with this woman, the president hasn’t come out to state his position on this important matter of national concern.
