Uganda Today: During his first decade at the presidency, president Museveni needed a lot of seasoned politicians especially those from Buganda in order to decimate the clout of the late Paul Kawanga Ssemogerere, who had won the 1980 elections that were rigged by Obote, prompting Museveni to go to the bushes of Luweero in order to overthrow Obote’s government.

Immediately after capturing power, Museveni knew at the back of his mind that Paul Kawanga Ssemogerere had won the 1980 elections in which he Museveni trailed Ssemogerere, Jeowash Mayanja Nkangi and Obote. He also knew that the Buganda question was still as it is today a very delicate issue to handle without having prominent Baganda influencers on the president’s side. He Convinced Paul Kawanga Ssemogerere to co-opt him under his government as minister of foreign affairs to augment another prominent Muganda Samson Babi Mululu Kisekka who was a prime minister. Indeed Ssemogerere served the president’s interest because he traveled with him on all his foreign trips.
