
Uganda Today: Uganda Breaks Ground For Independent Electoral Commission Headquarters at Lweza-Kigo Road
Lweza-Kigo Road, Makindye Ssaabagabo | Uganda Today — In a significant move aimed at strengthening democratic infrastructure, Uganda has commenced construction of a permanent home for the country’s Independent Electoral Commission (IEC), with a groundbreaking ceremony held on Wednesday July 30, 2025, officiated by the Rt. Hon. Prime Minister Robinah Nabbanja.
UGX 100 Billion Project Set to Redefine Electoral Infrastructure
The monumental project, located on a 10-acre stretch along Lweza-Kigo Road in Makindye Ssaabagabo Municipality, will cost over UGX 100 billion. It is being undertaken by National Housing and Construction Company Limited (NHCC) in partnership with China Communications Construction Company (CCC), and is expected to be completed within 24 months.

Government Commitment to Constitutional Mandates
Speaking at the ceremony, Prime Minister Nabbanja highlighted that Article 60 of Uganda’s Constitution mandates the establishment of a permanent and independent electoral body. She emphasized the government’s commitment to entrenching democracy through tangible investment.
“This facility will provide the Electoral Commission with a secure and permanent space to manage its constitutional responsibilities, free from constraints of rented premises,” Nabbanja stated.
A Hub Within a Larger National Vision
The electoral complex is part of a larger 80-acre government land development plan. Of this, another 10 acres will be allocated in the future to host the African Union Humanitarian Mission, signaling a broader regional and diplomatic ambition for the area.
All Clearances Secured – NHCC CEO
Mr. Kenneth Kaijuka, CEO of National Housing and Construction Company, affirmed that the project had met all required legal and technical thresholds and will house an office block and conference, a printery, a warehouse and a hostel all synchronised in design and manner to suite electoral activities.
“We have secured all necessary approvals including those from local authorities, the Environmental Impact Assessment, development permits, and printery building assessments. This has been made possible with leadership from the Ministry of Works and Transport,” Kaijuka explained.
Electoral Commission Hails a New Dawn
Chairperson of the Electoral Commission, Justice Simon Mugenyi Byabakama, hailed the development as a defining moment in the Commission’s institutional growth.
“With a permanent address now underway, the Commission will for the first time host presidential nominations and tally presidential election results at its own headquarters,” he said.
Byabakama confirmed that the presidential nominations for 2026 will take place on September 23 and 24- 2025 at the new facility, a first in Uganda’s electoral history.
