UgandaToday: The BVVK: A Game-Changer for Uganda’s 2026 Elections

As Uganda approaches the 2026 General Elections, a new wave of voter confidence is being ushered in by advanced technology. At the heart of this transformation lies the Biometric Voter Verification Kit (BVVK), a small but powerful device designed to ensure transparency, security, and credibility in the electoral process. With its deployment at every polling station nationwide, the BVVK is set to redefine how elections are conducted and perceived in Uganda.

Tackling Electoral Challenges with Technology

First introduced by the Electoral Commission (EC) in 2016, the BVVK was developed to address critical electoral issues such as impersonation, multiple voting, and ballot stuffing. For 2026, the EC has announced the rollout of 109,142 upgraded BVVKs across the country. These devices come with enhanced security features aimed at boosting public trust in the voting process.

The BVVK is designed to authenticate voters through fingerprints or facial recognition, ensuring that only eligible individuals cast their votes. By reinforcing the principle of “one person, one vote,” the technology eliminates most forms of electoral malpractice while safeguarding the secrecy of individual choices.

A Step-by-Step Guide to the BVVK on Election Day

Opening the Polls

Election day begins early with the activation of the BVVK at each polling station. The device is assigned to a specific station by scanning a QR code from the Voters Register, ensuring it cannot be used elsewhere. Election officials, including the Presiding Officer and BVVK operator, must pass biometric verification to gain access to the system, ensuring that only authorized personnel handle the voting process.

Before voting begins, the BVVK scans all ballot booklets assigned to the station. This step prevents the use of unauthorized or fake ballots during the day. By law, voting cannot commence without public oversight, requiring at least ten voters to witness the opening of the polls. These witnesses are verified on the BVVK, and their names are marked in the Voters Register.

Ensuring Secure Voting

Throughout the day, each voter is required to undergo biometric verification before receiving a ballot. This process confirms their identity and eligibility to vote. At the Presiding Officer’s table, every ballot issued is scanned again to ensure it is officially recognized by the BVVK.

Despite the heavy reliance on technology, voter privacy remains uncompromised. The BVVK does not link voter identities to their ballot choices, upholding the secrecy of the vote as required by law.

Closing the Polls

Polls officially close at 4:00 pm, after all voters in line have cast their ballots. The Presiding Officer closes the voting process on the BVVK, initiating post-voting checks. All ballots are scanned once more to confirm their legitimacy, and any that cannot be verified are set aside and recorded in the Official Report Book. This step is conducted transparently, with party agents, observers, and members of the public present.

To further enhance accountability, the BVVK is used to scan and photograph key election documents, such as the Declaration of Results and Accountability of Ballot Papers forms. These digital backups provide an additional layer of security for critical election records.

Building Trust in Uganda’s Democracy

The BVVK represents a significant step forward in ensuring credible, transparent, and trusted elections in Uganda. By addressing long-standing vulnerabilities in the electoral process, the device promises to inspire confidence among voters and stakeholders alike.

As the 2026 elections draw near, the EC is encouraging Ugandans to embrace the BVVK, trust in the secrecy of their vote, and participate fully in the democratic process. With every vote verified, the BVVK is poised to deliver an election that reflects the true will of the people.
