Sudhir, Kirumira Ntaganda Under Serious Fraud Probe

Many people under the insatiable quest for wealth accumulation, very often than not, go to greater lengths against regulations and ethics that govern society.
East African richest individual Uganda’s Sudhir Ruparelia and others are alleged to have fallen prey to this phenomenal avarice to accumulate wealth.
MUSEVENI ORDERS INVESTIGATION INTO SUDHIR, BASAJJA BALABA KIRUMIRA AND NTAGANDA OVER LAND RACKET BONANZA
President Museveni has ordered an investigation into a racket of city tycoons fleecing government of billions in fake land compensation.
The business of the racket is to collude with Lands Registry in creating fake land titles in wetlands, gazetted forest reserves, lake and river shores and on all public lands, where planned infrastructure like roads, railways and power lines are due.
Once these huge government infrastructure projects commence,they submit these fake land titles for billions in compensation.
Ephraim Ntaganda, Godfrey Kirumira, Sudhir Ruparelia and Basajja balaba have been singled out as the lead culprits in these bogus land transactions.
All the titles in the hands of state house investigations reveal that the following parameters that normally constitute authentic land title were deliberately over looked :
a. no minutes,
b. no instruments,
c. no URA tax and
d. are registered in fictitious names and companies.
President Museveni has also directed an investigation into all government ministries working in collusion with the racket to steal from government ;
Investigations are now underway on several Ministers, Permanent secretaries and officials in the following ministries;
1. Ministry of Energy and Mineral development
2. UETCL
3. Ministry of lands and Housing
4. Lands Registry
5. Ministry of works and Transport
6. UNRA
7. Office of the Attorney General
8. Ministry of Finance and Planning
Among the fake land transactions State house is following include;
1. BANDA WAREHOUSES
State house is investigating Banda ware houses which sit on public land. Ephraim Ntaganda is reported to have made fake titles on governemnt land. HE sold the land to Sudhir who constructed ware houses on the land and rented the same to government. So government is folking billions to Sudhir on its own land.
2. BUGOLOBI – LUTHULI SWAMP
It is reported that Beju, Baraj and Ntaganda working with former commissioner lands Registration, Ruth Kulata acquired fake titles on the Luthuli Bugolobi swamp, they have now submitted the title to Uganda Railways for compesation.
3. KAGWA BRIDGE SWAMP
It is reported that Ephraim Ntaganda colluded with Ruth Kulata to make a title for the Munyonyo Kaggwa bridge swamp, he submitted the title to UNRA for compensation for the Kajansi – Munyonyo spur expressway.
4. KITIKO -KAJJANSI SWAMP
Real Choice company registered in the names of Ephraim Ntaganda, Monica Ntaganda and Augustine Rutaganda acquired title for this swamp. It was compesated billions for the Kajjansi Munyonyo spur.
5. BUSEGA ROUND ABOUT SWAMP
It is reported that Ephraim Ntaganda working with Ruth Kulata acquired title for the Busega round about. He was compesated billions by UNRA for the Kajjansi Busega Spur.
He has now submitted the residual title to UNRA for compesation for the Busega – Mpigi Express way.
6. NAGURU HOUSING ESTATE
It is reported that, Ephraim Ntaganda and Sudhir Ruparelia working with top Ministry of Lands officials got a substitute title for the Naguru estate land initially given to Opec properties. Sudhir and Ntaganda have now subdivided the Naguru land and are selling plots to interested buyers.
7. LUZIRA NAMANVE SWAMP
It is reported that Ntaganda, Godfrey Kirumira and Hassan Bassajja Balaba acquired titles using fake names and Companies for this swamp. They submitted the titles to UETCL and were compesated 30 Billions.
They have now submitted the residual title to UNRA for compesation for the Southern by pass.
8. KAJJANSI FOREST RESERVE
Using Real Choice company Ntaganda colluding with Ruth Kulata, acquired title for the Forest reserve. They submitted the title to UNRA and were compesated billions before Enrebbe Expressway project took off.
The culprits under investigations are now in panic and are trying to cover their tracks. This may howver not be possible since government compesation records are not easily destroyed.
