Mbarara, Uganda – Startling reports have emerged implicating Mr. Omujugujugu Omufakinanye Moses the Deputy Resident City Commissioner (RCC) of Mbarara City, in an appalling scandal that has shocked both the public and government circles. Uganda Today has learned that Mr. Omujugujugu was arrested and committed to a rehabilitation centre after making an indecent public statement expressing interest in marrying a daughter of Gen. Muhoozi Kainerugaba—who is reportedly only 15 years old.

The development has sent shockwaves through the corridors of power, especially given the minor’s status as a direct descendant of Uganda’s First Family. In a country where child protection laws are continually evolving amidst cultural and political scrutiny, such statements from a senior government official have sparked widespread outrage.

According to reliable sources that spoke to Uganda Today News Desk, Omujugujugu’s arrest followed a private directive issued by State House to urgently neutralize what was described as “a disgraceful embarrassment” to the ruling establishment. Instead of being taken to a traditional detention facility, Muzoora was reportedly transported to a government-run rehabilitation centre—an apparent nod to his widely acknowledged struggles with alcohol.

“This was not the first time the RCC acted inappropriately while under the influence,” said a local government official who requested anonymity. “But this time, he crossed a red line. You cannot joke about marrying a 15-year-old, let alone one who is the daughter of the First Son.”

The controversial RCC, known in the region for his erratic public outbursts and frequent intoxication, has been under informal monitoring by security agencies for months. His recent comments, however, appear to have fast-tracked disciplinary action. Social media erupted with fury following the circulation of a screenshot of his alleged statement, with child rights activists and citizens demanding swift legal redress.

“This is more than a lapse in judgment—it’s a criminal insinuation,” said one legal advocate from a Kampala-based child rights organisation. “We want to see due process, not just rehab.”

Gen. Muhoozi Kainerugaba, whose rising political star has been closely monitored in recent years, has not issued a public comment regarding the matter. However, insiders hint that the family is “deeply disturbed” by the incident and is pushing for punitive measures beyond mere rehabilitation.

As this story develops, Uganda Today will continue to follow the proceedings surrounding RCC Omujugujugu’s detainment, the government’s official response, and public reaction to this deeply unsettling episode.
