In what has now become a widely circulated video clip that has shocked Ugandans across the socio-political divide, State Minister for Gender, Labour, and Community Development in charge of Youth and Children Affairs, Balaam Barugahara, was seen gyrating in a sexually suggestive dance with a young woman during a public event—an act that many are describing as a moral disgrace unbecoming of a state official, let alone one charged with overseeing the welfare of Uganda’s youth and children.
The incident unfolded during a public gathering where musician and presidential advisor Catherine Kusasira called out a female youth from the audience and seemingly instructed her to engage Minister Balaam in an explicitly provocative dance routine. The event, reportedly attended by children, youth, and families, quickly descended into a spectacle of vulgarity as Barugahara gyrated alongside the visibly uncomfortable girl to the rhythm of a sexually charged track—without any regard for the decorum expected of his ministerial office.
“A Leader in Charge of Youths and Children?”
The fact that this scene occurred in broad daylight, at a public event attended by minors, has left many Ugandans appalled. Social media has since erupted with a chorus of condemnation, with citizens questioning the ethical fitness of Balaam Barugahara to continue holding a docket that should ideally model responsibility, mentorship, and protection of children and youth.
“If this is how he behaves in front of children and the youth in public, what should we imagine he is capable of doing in private or under the cover of darkness?” asked a parent who attended the event and spoke to Uganda Today on condition of anonymity.

Calls for Accountability
Activists, youth leaders, and religious figures have called for an immediate investigation into the matter, describing it not only as indecent exposure but also a potential violation of the Children Act and Uganda’s Public Health and Morals laws.
“The Ministry of Gender, Labour and Social Development cannot afford to look the other way while the very minister charged with youth mentorship degrades the moral fibre of our society,” said Sarah Nakabugo, a Kampala-based child rights advocate. “This is not just a lapse in judgment—it is a betrayal of public trust.”
Silence from Government
At the time of publishing, both Minister Balaam Barugahara and Catherine Kusasira had not issued any public apology or clarification. Attempts by Uganda Today to reach them for comment were unsuccessful.
Government watchdogs and civil society organisations have called on Prime Minister Robinah Nabbanja and President Yoweri Museveni to take immediate disciplinary action, with some urging Balaam to resign or be removed from his ministerial position to uphold the dignity of public service.
