During the same week of the Kayunga–Galiraaya road groundbreaking, the National Planning Authority (NPA) reaffirmed its critical role in prioritising and integrating the project into Uganda’s Fourth National Development Plan (NDP IV) as a transformative infrastructure investment.

Speaking at the International Population Day celebrations held on July 11, 2025, in Busaana, Kayunga District, Dr. Joseph Muvawala, the Executive Director of the NPA, emphasised that the road is a strategic output under the country’s broader development framework aimed at reducing regional inequality and unlocking rural productivity.

“This road is not an isolated activity. It represents spatial equity, the kind of equitable development we want for all Ugandans,” said Dr. Muvawala.

He noted that the Kayunga–Galiraaya corridor was mapped by NPA as a high-return transport investment given its capacity to boost agro-industrialisation, facilitate inter-regional trade, and improve mobility across the Kyoga economic zone. Dr. Muvawala also praised the synchronisation between national planning, presidential directives, and community ownership of the project.

“When communities give land willingly for development, and the state responds with infrastructure, we move faster towards our national goals. This is exactly what inclusive development looks like,” he added.

The inclusion of the Kayunga–Galiraaya road in the NDP IV underscores the increasing alignment between Uganda’s long-term planning blueprints and implementation under the Public Investment Management Framework (PIMF), spearheaded by NPA.
