Kampala — The Electoral Commission (EC) has officially confirmed the gazettement of Elias Nalukoola Luyimbaazi as the Kawempe North Member of Parliament-elect, ending over two weeks of waiting and 11 days of growing tension within the opposition National Unity Platform (NUP) camp.
The breakthrough came after a crucial meeting between Nalukoola, NUP Secretary General David Lewis Rubongoya, and EC officials, led by Chairperson Justice Simon Byabakama. The meeting, held at the EC headquarters, sought to resolve the deadlock that had stalled the final step of the electoral process.
Following the discussions, the Commission assured Nalukoola and NUP leadership that his name had been forwarded to the Uganda Printing and Publishing Corporation (UPPC) for gazettement — a vital step for him to officially assume his parliamentary role.
Nalukoola, a prominent legal practitioner and respected political figure, emerged victorious in the recent by-election for Kawempe North. However, his journey to Parliament was marred by an unusual delay in the gazettement process, sparking concerns of political interference and raising anxiety within NUP ranks.
For nearly two weeks, Nalukoola’s supporters, alongside NUP leaders, expressed frustration over the delay, fearing it could be an attempt to block his swearing-in. This unrest culminated in the high-stakes meeting with the EC leadership, which ultimately broke the impasse.
Speaking after the meeting, Rubongoya commended the EC for providing clarity on the matter but maintained that such delays erode public trust in the electoral system.
“We appreciate the Electoral Commission for finally addressing this matter. However, the delay was unjustified and only fueled speculation. The will of the people must be respected without unnecessary roadblocks,” Rubongoya stated.
Justice Byabakama reiterated the Commission’s commitment to upholding democratic processes and assured the public that the delay was purely administrative, not political.
“The Commission works within the legal framework, and sometimes administrative processes take longer than anticipated. We assure Ugandans that there was no ill intent,” Byabakama emphasized.
Nalukoola, now relieved, expressed gratitude to his supporters for their patience and vowed to serve the people of Kawempe North with dedication.
“I am deeply humbled by the resilience and support of the people of Kawempe North. This journey has been tough, but I’m ready to fulfill the mandate they entrusted to me,” Nalukoola said.
With the gazettement finalized, Nalukoola is now set to take his oath and formally assume his parliamentary duties — a long-awaited victory for him and the NUP camp.
The incident, however, leaves lingering questions about the efficiency and transparency of the electoral process, especially for opposition candidates.
As the dust settles, NUP leaders have vowed to remain vigilant to ensure that no other candidates face similar administrative hurdles in the future.
