Uganda Today Edition: Electoral Commission Declares Kawempe North MP Seat Vacant; By-Election Preparations Underway
Kampala, Uganda – In a press release issued today, January 16, 2025, Mr. Mucunguzi Julius, Head of Public Relations and Spokesperson of Uganda’s Independent Electoral Commission (EC), has officially declared the Member of Parliament seat for Kawempe Division, Kawempe North constituency vacant. This follows the untimely death of Hon. Muhammad Ssegirinya.
The press release noted that the vacancy was communicated to the Electoral Commission by the Clerk of Parliament, prompting the EC to commence preparations for a by-election in compliance with the country’s electoral laws.
“The Commission extends its condolences to the family, friends, and constituents of Hon. Ssegirinya. Arrangements for a by-election to fill this vacancy will be made in accordance with the legal framework governing electoral processes,” Mucunguzi stated.
He urged residents of Kawempe North to stay informed about the upcoming processes and assured the public that the EC remains committed to ensuring a free, fair, and transparent election.
Mpuuga Begins National Consultations on Electoral Reforms
In a related development, Hon. Mathias Mpuuga, leader of the Democratic Alliance (DA), has embarked on national consultations to advocate for electoral reforms ahead of Uganda’s 2026 general elections.
As part of the consultations, Mpuuga and his team today held a meeting with six out of seven Electoral Commissioners at the EC headquarters in Kampala. During the meeting, Mpuuga presented a comprehensive set of reform proposals aimed at strengthening the credibility of the electoral process.
The DA’s reform agenda highlights several key issues, including:
- The independence of the EC from government interference.
- Transparent voter registration processes.
- Strengthening the role of polling agents and observers.
- Ensuring equitable access to media for all political parties.
- Introducing punitive measures against election malpractice.
In response, the Electoral Commission acknowledged receipt of the DA’s concerns and assured Mpuuga that they would be studied and given due attention. “We welcome dialogue with stakeholders and will carefully evaluate the proposals to determine how they can be integrated into ongoing electoral preparations,” an EC official commented.
Mpuuga emphasized the importance of these reforms in building public trust in the democratic process. “Uganda cannot afford to have another disputed election. The reforms we are proposing are necessary to ensure the will of the people is respected,” he said.
The consultations are expected to continue across the country, with the DA engaging political actors, civil society, and the general public.
With the Kawempe North by-election and ongoing reform discussions, Uganda’s political scene is poised for an active and potentially transformative period in the lead-up to the next general election.
