UgandaToday: Electoral Commission Confirms Two Aspirants Have Met Presidential Nomination Endorsement Threshold

Kampala, Uganda | Uganda Today | September 20, 2025 — Uganda’s Independent Electoral Commission (IEC) has revealed that only two presidential aspirants have, so far, successfully complied with the statutory requirements for supporter endorsements ahead of the 2026 general elections as of midday October 20, 2025.

In a press statement issued today by Commission spokesperson Julius Mucunguzi, the IEC confirmed that as of Friday, September 19, 2025, it had formally notified 27 out of 38 aspirants who submitted lists of supporters to back their presidential bids. Of these, only two candidates met the legal threshold, while the rest remain at various stages of compliance.

Although Mucunguzi refrained from naming the two successful aspirants, the ruling National Resistance Movement (NRM) candidate is among those who fulfilled the requirements. He also stressed that the window was still open for verification of submitted requirements.

The Legal Threshold

The Presidential Elections Act stipulates that for a nomination to be valid, an aspirant must present at least 100 registered voters from at least two-thirds of Uganda’s districts — which translates to a minimum of 9,800 supporters drawn from at least 98 districts.

Furthermore, under Section 10 (4) of the Act, no voter is permitted to endorse more than one candidate. Violation of this provision constitutes an offence, attracting a fine of up to UGX 480,000, imprisonment for a term not exceeding one year, or both.

“The verification of supporters is an elaborate process intended to meet the dictates of the law,” Mucunguzi noted, adding that the Commission is still scrutinizing the submissions from other aspirants.

Upcoming Nominations

The IEC has reminded aspirants that official nominations for presidential candidates will take place on 23rd and 24th September 2025 at the Commission headquarters construction site at in Lweza–Lubowa, Makindye Ssaabagabo.

The Commission reassured the public of its commitment to conducting a transparent nomination process in full compliance with electoral laws.
