KAMPALA, UGANDA – The Electoral Commission (EC) has issued firm deadlines and stringent requirements for all aspirants intending to contest in the 2026 general elections, including a mandatory submission of academic qualifications and resignation timelines for public servants with political ambitions.

Addressing the media in Kampala, EC Chairperson Justice Simon Mugenyi Byabakama emphasized that all candidates—whether contesting for the presidency, parliamentary seats, or district chairperson roles—must submit their academic credentials well in advance of the nomination period.

“All aspirants must submit their verified academic documents at least two months prior to their respective nomination dates. Only qualifications from recognized Ugandan institutions or equivalent credentials verified by the relevant national bodies will be accepted,” said Justice Byabakama.

Justice Byabakama made it clear that even candidates who participated in the 2021 general elections are required to re-submit their academic documents for verification. These documents will be vetted by the National Council for Higher Education (NCHE) in collaboration with the Uganda National Examinations Board (UNEB).

Warning Against Security Interference

The announcement was made during a press conference where the EC also updated the public on the ongoing elections of Special Interest Groups (SIGs), including Persons with Disabilities (PWDs), older persons, and youth representatives.

Justice Byabakama took the opportunity to issue a stern warning to security agencies, cautioning them against meddling in electoral processes, especially during the sensitive SIGs elections.

“The electoral process must remain independent, inclusive, and free from any form of intimidation or interference,” the Chairperson stated.

Progress and Roadmap Updates

The Commission further assured the public that it is on track with preparations for the 2026 General Elections. Justice Byabakama provided a roadmap update, highlighting progress made, emerging challenges, and issuing guidance for candidates, voters, and all stakeholders.

He reiterated the EC’s commitment to conducting a transparent and credible electoral process, calling for cooperation from political actors, security agencies, civil society, and the electorate.
