
Uganda Today: Buganda Kingdom Presents UGX 305 Billion Budget to Lukiiko Amid High-Level Attendance

At the heart of Buganda’s enduring cultural and political relevance, the Mengo establishment today held a landmark sitting of the Buganda Lukiiko, during which a record UGX 305 billion budget was presented by Oweekitiibwa Omuwanika (Finance Minister) Robert Waggwa Nsibirwa. The highly anticipated presentation, made before the Lukiiko (the Kingdom Parliament), marked a new fiscal blueprint aimed at enhancing the Kingdom’s economic autonomy, cultural preservation, youth empowerment, and health development initiatives.
The session, presided over at the iconic Bulange Mengo, was graced by the Katikkiro (Prime Minister) of Buganda, Owek. Charles Peter Mayiga, who applauded the financial team’s diligence and rallied all Buganda structures to align with the strategic vision embedded in the Kingdom’s 2025/2026 financial year.
Strategic Highlights of the Budget
Owek. Nsibirwa highlighted key allocations including:

UGX 65 billion toward the Masengere Commercial Complex and other income-generating ventures.

UGX 50 billion to boost the Buganda Land Board operations and land titling services.

UGX 40 billion for youth skilling and job creation programs across the counties.

UGX 30 billion earmarked for health outreach and construction of new health centers under the Kabaka Foundation.

UGX 25 billion directed to cultural revitalization, especially documentation and digital archiving of clan histories.
The budget also prioritizes continued support for Buganda’s radio and television platforms—CBS FM and BBS Terefayina—alongside increased investment in agriculture and community cooperatives across Ssaza levels.
Katikkiro Calls for Unity and Economic Ingenuity
In his remarks, Katikkiro Mayiga commended the Omuwanika and his team for prudently mobilizing resources amidst national economic challenges. He underscored the need for transparency, accountability, and innovation in implementing the budget goals.
“This budget reflects our collective aspiration to modernize Buganda while remaining rooted in our heritage. Every Muganda—regardless of where they live—has a role to play,” said Owek. Mayiga.
He also reiterated the Kingdom’s commitment to collaborating with the central government on issues of mutual interest, especially education and health delivery.
Parliamentary Presence Signals Cross-Governance Cooperation
The session attracted high-profile political figures, notably Members of Parliament who trace their roots to Buganda or closely follow Kingdom affairs. Among those present were:

Their attendance underscored a rare show of solidarity and symbolic respect for Buganda’s institutional strength. Several MPs expressed admiration for the Kingdom’s ability to raise and manage substantial resources independently of central government funding.
Looking Ahead
The Lukiiko approved the budget in principle and urged for timely implementation with inclusive benefits for all counties (amasaza) and municipalities. The session ended with the singing of the Buganda anthem and a special prayer for the health and wisdom of Kabaka Ronald Muwenda Mutebi II, whose 32nd coronation will be celebrated on July 31, 2025 with nationwide festivities.
The Kingdom’s Ministry of Finance is expected to release detailed quarterly performance reports to ensure transparency and stakeholder engagement throughout the 2025/26 fiscal year.
