Uganda Today Edition: Arthur Mugyenyi Replaces Brigadier Charles Oluka As New ISO Director
Kampala, Uganda – The Presidential Press Unit (PPU) has announced that His Excellency, Gen. (Rtd) Yoweri Kaguta Museveni, President of the Republic of Uganda, has appointed Mr. Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO).
This appointment follows the unfortunate passing of Brig. Gen. Charles Oluka, who died on January 29, 2025.
In the same announcement, President Museveni also appointed Mr. Tony Kinyera Apecu as Deputy Director General of ISO, replacing Col. Emma Katabazi, who has been assigned a new role as Deputy Ambassador.
New Leadership to Strengthen National Security
The Internal Security Organization (ISO) is a crucial pillar in safeguarding Uganda’s national security. The newly appointed officials bring vast experience in intelligence and security operations, and their leadership is expected to enhance ISO’s effectiveness in addressing emerging threats.
Mr. Arthur Mugyenyi has served in various capacities within Uganda’s security apparatus, demonstrating unwavering dedication to national security. His appointment is seen as a strategic move to reinforce intelligence operations and maintain stability within the country.
Similarly, Mr. Tony Kinyera Apecu has an extensive background in intelligence and security, making him well-equipped to serve as Deputy Director General. His expertise will be instrumental in supporting the organization’s core mission.
