
UgandaToday: Aggrieved Teachers Cry Out After Being Ripped Off By Museveni’s Officials
Mbarara, Uganda – A video circulating on social media has exposed yet another corruption scandal within government ranks, this time involving teachers from Western Uganda who were allegedly defrauded by officials under President Yoweri Museveni’s administration.
The teachers accuse Commissioner Hellen Seku of fleecing them during what was presented as a patriotic sensitisation camp, only for it to turn into a scheme of financial exploitation.
Patriotism or Exploitation?
Since the first quarter of 2025, President Museveni has embarked on countrywide tours under the guise of promoting the Parish Development Model (PDM), a flagship poverty alleviation program.
In this same drive, 1,372 teachers from Western Uganda were allegedly mobilised and camped at Ntare School in Mbarara, where they were subjected to two weeks of “patriotism sensitisation.”
Out of these, 142 teachers have boldly come forward, accusing Commissioner Seku and her team of diverting funds meant for their facilitation.
Broken Promises and Stranded Teachers
Each teacher had been promised a facilitation fee of UGX 300,000 to cover their stay. However, to their dismay, some teachers never received a single coin, while others were paid less than what was agreed.
Worse still, when the training ended, many were left stranded at Ntare School without transport or basic upkeep. Teachers also claim the officials deliberately inflated the attendees’ list to cover up embezzled funds.
“We were poorly fed, promised facilitation that never came, and abandoned here like we don’t matter,” one visibly frustrated teacher lamented in the video now making rounds online.
Museveni’s Own Admission of Rampant Corruption
Ironically, this scandal unfolds barely weeks after President Museveni publicly admitted that his own government is plagued by corruption, accusing some officials of “eating what belongs to the people.”
The teachers’ ordeal now adds to the growing chorus of Ugandans who feel betrayed by a system that claims to fight poverty but instead leaves citizens even more vulnerable.
Teachers Demand Accountability
The aggrieved teachers are now demanding:

Full payment of their promised facilitation.

An independent investigation into Commissioner Hellen Seku and her colleagues.

Action from the President to stop what they term as “systematic exploitation.”
Unless urgent intervention is made, observers warn that scandals like these will further erode trust in Museveni’s poverty alleviation programs.
