The Unfolding of Power—A Reflection on Succession and the Cycles of Leadership

By Isaac Christopher Lubogo

“Power is not a means; it is an end. One does not establish a dictatorship in order to safeguard a revolution; one makes the revolution in order to establish the dictatorship.” — George Orwell

“He who rides the tiger can never dismount.” — Chinese Proverb

History has long shown us that power, once attained, becomes an entity of its own—a force that seeks preservation above all else. The question that looms over Uganda today is not merely one of leadership succession, but of the inevitability of history repeating itself in a manner eerily reminiscent of other political transitions across the world.

President Yoweri Kaguta Museveni has been the architect of modern Uganda, a leader who transformed the political and economic landscape with a firm hand and an unwavering vision. But as time marches forward, so too does the inescapable reality of succession. The paradox of strong leadership is that while it consolidates stability, it also creates an unsolvable dilemma: who succeeds the patriarch without unraveling the empire?

For decades, Uganda has witnessed the careful balancing of power, where potential successors have been neutralized, sidelined, or absorbed into the existing political machinery. Yet, amidst this deliberate ambiguity, one figure has risen with both the privilege of lineage and the weight of expectation—General Muhoozi Kainerugaba. His trajectory, seemingly unconventional, has nonetheless placed him at the very center of Uganda’s security establishment, commanding the levers of military authority with a confidence that at times appears unrestrained.

“The son will not succeed the father unless the father is willing to be succeeded.” — (Paraphrased from Niccolò Machiavelli)

But herein lies the dilemma: a seamless transition from Museveni to Muhoozi is neither simple nor universally palatable. The entrenched old guard, having fought and bled for their own share of power, will not surrender their stake willingly. The opposition, though often fragmented, remains a wildcard. And the Ugandan people, ever watchful, understand that the road ahead will be paved not with declarations, but with calculated moves designed to justify the inevitable.

This discourse does not seek to predict the future with absolute certainty. Rather, it invites a philosophical reflection on the patterns of leadership, the dynamics of military influence, and the choreography of political transitions. How does a leader ensure continuity without appearing dictatorial? How does an heir to power ascend without provoking resistance? And ultimately, at what point does strategy give way to inevitability?

The answers lie not just in political science, but in the lessons of history. For those who seek to understand Uganda’s future, one must first dissect the patterns of power—how it is acquired, how it is sustained, and how it is inevitably transferred.

Let the discourse begin.

The Looming Transition: A Philosophical Discourse on Power Succession in Uganda

The political trajectory of Uganda under President Yoweri Kaguta Museveni has long been marked by a delicate balancing act—one that intertwines military dominance, political strategy, and calculated maneuvering within constitutional frameworks. However, as history often dictates, no ruler reigns indefinitely. With Museveni now in the twilight of his political career, the question of succession—one that has remained deliberately ambiguous—has become increasingly urgent.

I. The Absence of a Groomed Successor and the Rise of General Muhoozi Kainerugaba

Unlike many long-serving leaders who tactically prepare a successor to uphold their legacy, Museveni has historically refrained from publicly anointing one. Instead, his governance has fostered an ecosystem of dependency—where potential successors are either politically neutralized or left uncertain about their future roles. However, one figure has steadily emerged with calculated prominence: General Muhoozi Kainerugaba, the President’s son and a dominant force within Uganda’s security apparatus.

Muhoozi’s ascent has been unconventional, characterized not by political tutelage but by military consolidation. His strategic positioning as Chief of Defence Forces (CDF) and his influence over elite military units place him at the epicenter of Uganda’s security architecture. Yet, his approach to public engagement—particularly his provocative, unfiltered social media presence—suggests a leadership style vastly different from his father’s measured pragmatism.

II. The Predictable Power Struggle: Father, Son, and the Old Guard

Museveni is acutely aware that a direct transition from father to son will not be universally accepted. The old guard—comprising veteran National Resistance Movement (NRM) cadres, long-serving military officers, and political elites—harbors ambitions of its own. These individuals, having played instrumental roles in shaping Uganda’s political and economic landscape, are unlikely to accept an outright hereditary transition without resistance.

To navigate this, Museveni and Muhoozi must engage in a careful orchestration of events—one that justifies the latter’s eventual grip on power while neutralizing internal and external opposition. This necessitates a shift in tactics: rather than a declared transition, circumstances must unfold that make Muhoozi’s ascension appear inevitable, even necessary.

III. The Chronology of an Inevitable Takeover

  1. Strategic Delegation of Power – Museveni, while maintaining his presidential seat, gradually relinquishes operational control of key security and military institutions to Muhoozi.
  2. The Unraveling of Political Stability – Uganda experiences orchestrated political turbulence, positioning Muhoozi as the only figure capable of restoring order.
  3. The Justification of a State of Emergency – Muhoozi, backed by security organs, declares a state of emergency, suspending civilian governance.
  4. The Formal Power Consolidation – Museveni steps aside, allowing Muhoozi to assume full executive authority with military endorsement.
  5. The Restoration of Constitutional Order – Term limits and age restrictions are reinstated, pacifying domestic and international critics.
  6. The Pre-Planned Election and Legitimation – A general election is held, with Muhoozi contesting as a civilian candidate, ensuring a near-certain victory.

IV. The Philosophical Reflection: The Cyclical Nature of Power

This sequence of events—though speculative—mirrors historical patterns of succession in many post-liberation African states. The central theme is power does not willingly cede itself; it must be secured through strategic maneuvers that create the illusion of inevitability.

Museveni’s legacy will ultimately be defined not by how long he ruled, but by how he managed his exit. Whether by calculated design or by the force of events beyond his control, Uganda stands at the precipice of a political metamorphosis—one where the future will be shaped not just by those in power but by the reactions of those who seek to challenge it.
