
UgandaToday: National Housing Hands Over Land for Electoral Commission Headquarters as EC Revises 2026 Election Roadmap

The National Housing and Construction Company (NHCC) has officially handed over land that will host the new headquarters of the Independent Electoral Commission (IEC). The facility, located in Kampala’s Lweza Ssaabagabo Makindye Division, is expected to enhance the Commission’s operational independence and efficiency ahead of the 2026 general elections.
Speaking at the handover, officials emphasized that the new site will provide modern infrastructure for election management, strengthening Uganda’s democratic processes. The Commission will immediately begin preparations to establish its permanent offices on the land.
Electoral Commission Reschedules Key Activities
In a related development, the Electoral Commission has announced adjustments to its roadmap for the 2026 general elections.
According to a press statement signed by Justice Simon Byabakama, Chairperson of the Commission, the changes were prompted by Uganda’s role in hosting the Non-Aligned Movement (NAM) Mid-term Review Conference, scheduled for October 15–16, 2025. The international event will involve significant government participation in security, logistics, and diplomacy, necessitating adjustments in the electoral calendar.
New Dates for Presidential Campaigns

Presidential nominations remain set for September 23–24, 2025, at the Commission’s new headquarters site.

The harmonisation of campaign programmes will take place between September 25–27, 2025.

Presidential campaigns will officially commence on September 29, 2025, running until January 12, 2026.
Changes in Parliamentary and SIGs Nominations
The nomination of Members of Parliament, including Special Interest Groups (SIGs) such as Youths, Persons with Disabilities, Workers, and Older Persons, has been rescheduled from October 15–16, 2025 to October 22–23, 2025. These nominations will be conducted at the offices of District and City Returning Officers across the country.
Campaigns and Polling Periods

Parliamentary and Local Government campaigns, including SIGs, will run from November 10, 2025, to January 12, 2026.

The polling period for Presidential, Parliamentary, and Local Government elections will take place between January 12 and February 9, 2026.
Justice Byabakama noted that these adjustments were made to ensure smooth coordination between national priorities and the electoral process while guaranteeing full participation and transparency.
Commitment to Free and Fair Elections
The Commission reassured Ugandans that despite the changes, it remains committed to delivering credible, free, and fair elections. A detailed electoral roadmap has been published on the Commission’s website for public access.
