The continent is mourning the passing of Rt. Hon. Raila Amolo Odinga, Kenya’s former Prime Minister and one of Africa’s most enduring political figures. Odinga, who succumbed earlier this week in India where he had been receiving treatment, leaves behind a towering legacy of democratic struggle and a political philosophy that redefined leadership in Africa.
To many across the continent, Odinga was not just a politician but a teacher — a man who demonstrated that “power respects power.” His doctrine was not one of confrontation, but of strategic courage, radical honesty, and uncompromising autonomy.
The Odinga Doctrine: Power Respects Power
At the core of Odinga’s political life was a belief that true power must come from the people — and that leaders must have the courage to speak truth to power, even at personal cost.
He preached what he called “Radical Honesty and Brutal Autonomy,” urging Africans to build strength from within their communities instead of relying on foreign dependence.

The Ugandan Contrast — A Frozen Dream At 30 Years
While Kenya took bold steps towards devolution, Uganda’s 1995 Constitution remains trapped in delegation rather than devolution.
Three decades later, the structure of governance still mirrors a centralized and imperial mindset, where decision-making flows from above rather than below.
❌ Resident District Commissioners (RDCs) wield control instead of elected local leaders
❌ The spirit of decentralization remains politically manipulated
❌ Citizens’ power continues to be delegated, not devolved
This stands in stark contrast to the Odinga model that sought to empower communities as the foundation of governance.
Northern Uganda — The Unfinished Puzzle
With a shared Luo heritage, Northern Uganda carries a spiritual and historical connection to Raila Odinga’s legacy. Many in the region see his vision of devolution and inclusion as a mirror of their own aspirations for political equity and reconstruction. Odinga’s doctrine inspires a new possible consensus for Uganda:
Northern Uganda + Buganda + Busoga = The New Balance. Such a partnership could restore Uganda’s democratic equilibrium and build a governance structure where all regions have a genuine stake in national progress.
